在欧盟政策演变、欧洲一体化、失业以及人口老龄化背景下,欧盟委员会于2006年出台关于终身学习的政策文件———《成人学习:学习永无止境》。为了解决失业以及老龄化等社会问题,该政策文件将终身教育政策的关注点聚焦于成人学习,其中包括消除参与的障碍,确保成人学习的质量,开展成人学习评估和认证,关注老年人和移民的学习需求等方面。这对于我国践行终身教育理念,构建学习型社会具有重要的借鉴意义。

재구맹정책연변、구주일체화、실업이급인구노령화배경하,구맹위원회우2006년출태관우종신학습적정책문건———《성인학습:학습영무지경》。위료해결실업이급노령화등사회문제,해정책문건장종신교육정책적관주점취초우성인학습,기중포괄소제삼여적장애,학보성인학습적질량,개전성인학습평고화인증,관주노년인화이민적학습수구등방면。저대우아국천행종신교육이념,구건학습형사회구유중요적차감의의。
In 2006,the European Commission issued a report about lifelong learning,which was called Adult Learning :It is Never too Late to Learn .It was closely related to the evolution of EU policy,the process of integration,the increasing unemployed population,and the exacerbation of aging. In order to solve these problems,EU focused the point of the lifelong education policy on adult learning, which including some aspects,for example,eliminating the barriers obout participation,ensuring the quality of adult learning,the evaluation and certification on adult learning,focusing on the demands for learning of the elderly and the immigrants.The report played an important role in promoting adult learning.It also had a great significance on the reference to the development of adult learning in our country.
