教育是民族振兴和社会进步的基石。合理配置教育资源，促进体育均衡发展，是全面构建和谐社会重要内容。采用文献资料法、调查问卷法及专家访谈法，对新疆5个少数民族自治州中小学校体育均衡现状进行全面客观调查研究，并试图以新疆少数民族地区特殊地理人文环境、独具风格体育文化为突破口，实现促进中小学体育教育均衡跨越式发展的最终目标。
