As in feature university,construction and successful operation of science and technolo-gy in innovation teams in open universities are inevitable choice to improve their school running level and academic influence.From view of construction of science and technology innovation teams in open universities,this paper discusses related problems from theoretical guidance,con-tents which should be mainly considered,and soft as well as hard environment construction which ensures the improvement of science research quality.
