构建了包含创新活动主体、创新活动阶段、创新政策工具三个维度的区域创新政策体系分析框架，并运用该分析框架评价成都市“1+10”创新政策体系。结果表明，该体系的政策工具具有针对性强、覆盖面广等优点，但也存在导向型政策缺失、忽略资本市场等不足。最后，提出了完善政府采购制度、加大创新市场推广与服务政策支持力度、深化资本市场、培育创新文化等建议。

This paper constructs three-dimensional analytical framework,which includes the main body of innovation activi-ties, the stage of innovation activities and innovation policy tools, and applying the analysis frame to evaluate the“1+10”innovation policy system in Chengdu. Result shows that this innovation policy system has the advantages of high pertinency, wide coverage, etc. But it also has some errors, such as being short of oriented policy, ignoring the capital market and so on. Finally, it offers some suggestions of improving the government procurement system, strengthening policy support to in-novative marketing and service, deepening capital markets, cultivating innovate culture.
