当前我国已进入新常态的改革阶段。社会企业作为一种社会创新模式，以其发展动力优势、效益优势、市场优势和资源优势，成为推进社会经济可持续发展的重要力量。发展社会企业有助于我国经济发展通向新常态。新常态下社会企业发展有更宽松的制度环境、更大的公共需求和市场空间，但同时又面临社会认知障碍、法律制度缺失、社会支持不足、自身能力差。应通过宣传教育、法律制度建设、培育市场主体、建立社会支持系统、发挥社会企业主体作用等途径，以进一步推进社会企业发展。

To further promote the development of social enterprises, we should take the ways of publicity and education, the construction of legal system, the fosterage of the market subject, establish of social support system, etc.
