在完善农村社会养老保险制度这一惠农政策中，农民的需求意愿应当成为改革推进过程中的重要参考指标。在调查河南省农村居民对养老保险的风险意识、认知状况、评价和期待等因素的基础上，提出了应在充分加强宣传和引导，保障农民权益、增加农民收入方面进一步加大力度，以完善河南省农村养老保险制度。

In perfecting the rural society endowment insurance system of the major policies to benefit farmers ,Farm-ers demand intention should become an important reference index in the process of the reform .Based on factors such as the investigation of rural residents in Henan Province on the endowment insurance ,risk consciousness ,cognitive status,evaluation and expectation ,this paper presented that we should take measures in these respects of strengthe -ning the propaganda and guidance ,protecting the rights and interests of farmers ,increasing the income of the farmers and so on ,to perfect the system of rural endowment insurance in Henan province .
