在阐述江苏省高职院校科技服务概况基础上，分析了高职院校与中小企业科技创新优势互补的耦合效应，针对其现状和存在的主要问题，提出以科技含量为突破口，通过调研与工作实践分析科技服务的机制障碍，通过校企双向反馈构建并完善高职院校对中小企业开展科技服务的市场机制、激励机制、保障机制，努力培育科技服务文化环境，从而使两者产生良性、正向的相互作用，激发双方内在潜能，实现优势互补和共同提升，推动企业技术创新和地方经济发展。

In order to promote Jiangsu higher vocational education to serve small medium enterprises better, this paper analyzes technical service status of Jiangsu higher vocational colleges with questionnaires and quantitative and qualitative data analysis,expounds the current situation and problems of higher vocational colleges'technical service for small medium enterprises.Meanwhile,it puts forward to analyzes school-en-terprise bi-functional feedback of mechanism impediment,theoretical and empirical analysis of technical service with organization theory to establish and perfect market mechanism,incentive mechanism and guar-antee mechanism of higher vocational colleges'technical service for small medium enterprises and cultivate cultural environment of technical service,thus generating benign and positive interaction between higher vo-cational colleges and small medium enterprises to motivate inner potential ability,complement each other's advantages,promote together,realize collaborative innovation between government,industry,enterprise and college to promote enterprises'technical innovation and local economic development.
