本文在总结国内外输油站场风险评价技术研究成果的基础上,将风险评价的时间节点前移到系统各个单元发生故障之前,通过辨识输油站场在运行期间所面临的故障诱因,结合不同故障模式可能产生的后果,利用风险矩阵法建立起输油站场运行风险评价模型。首先采用故障树分析法(FTA)对输油站场各个风险区块的运行风险源进行辨识,从而明确故障风险要素;然后采用专家评分的方式对各风险要素和故障模式影响后果的严重程度进行评价,得出各个区块的故障发生可能性等级和后果严重度等级,将所得到的等级对应到风险矩阵中即可得出各区块的运行风险等级;最后根据各个风险区块的分配权重判断出输油站场整体运行风险水平。

Based on the summarizing of research on the oil station risk assessment technology at home and abroad, in this paper, the risk evaluation time is forwarded to the time before each unit fails in the system; by the identiifcation of the fault cause in oil transmission station operation, combining with the probable result of different failure modes, the oil station operation risk assessment model is established using risk matrix method. Firstly, this paper use fault tree analysis (FTA) to recognize the risk sources of various risk module in oil transmission stations operation, and clears failure risk factors. Then, with the method of expert evaluation on various risk factors and failure modes to evaluate the severity of the consequences, the failure possibility of various blocks and consequences severity level is concluded, the getting level is corresponded to the risk matrix to obtain operation risk level of each block. According to the risk allocation weights of different blocks, the overall risk level of oil station is estimated.
