实行系部基层二级管理是高职院校发展的必然选择，二级管理作为高职院管理的主要形式，给系部基层管理带来了新的挑战，为构建新型的组织管理结构，必须建立、健全高职院校二级管理体制。本文就高职院校实施二级管理的必要性及系部基层管理存在的问题进行了初步探讨，提出完善系部基层二级管理的策略，以推动高等职业教育办学质量。

The implementation of the Department of the Ministry of grassroots management is a necessary re-quirement secondary vocational colleges, in order to build a new organization and management structure, and continu-ously improve the system unit training model, enhance self-development capacity of the Department of the Ministry, must establish and improve Vocational School II level management system.
