中国共产党的社会保障思想伴随着党的发展历程及其所领导的革命、建设、发展事业，在九十多年的实践中，经历了由表及里、从局面到整体、从乡村到全国、从点滴到全局的螺旋式发展过程，最终构建了具有中国特色的社会保障体系，为中国人民带来了福祉，获得了民众对我党执政合法性、合理性的认同，提升了党的执政基础和执政地位。我党的社会保障思想总体上经历了新民主主义革命时期、社会主义革命和社会主义建设时期、改革开放新时期的历史演进，分别体现了解困百姓苦难与塑造革命认同、表明政党态度与建构执政认同、主动建构变革与呼应民生意愿的功能，形成了首要保障人的生命生存权的目标定位，政府与社会各方联动作为的主体认定，区别对待与重点保障相结合的客体分类，尽力而为与量力而行并轨的力度能力的基本经验。在当代，我党要全力提升社会保障能力，必须着力进行理论与实践创新，深耕中国国情、加强顶层设计、增强法制推动、立足群众需求，从而为全面建成小康社会增添新动力。

Along with the development process of the Party and the revolution, construction and development of the cause of the leadership, the Social Security Thought of the Communist Party of China has experienced a spiral development process from the outside to the inside, from the partial to the overall, and from the countryside to the country over the past 90 years’ practice and ultimately built a social security system with Chinese characteristics. It has brought benefits to the Chinese people. And Chinese people have acknowledged the Chinese Communist Party’s legitimacy and rationality. It has enhanced the Party's ruling foundation and ruling position. The Social Security Thought has overall experienced the historical evolution of democratic revolution, socialist revolution and socialist construction period, and the reform and opening up period of the Chinese Communist Party. It has embodied respectively the function of releasing people’s suffering and shaping revolutionary identity, showing the attitude of political parties and constructing the ruling identity, and actively constructing livelihood change and echoing the wishes of the people. It has formed the target of primarily safeguarding human life right, the main parties’ identity of the government and social interaction, the object classification of differential treatment and key security and the basic experience of best combination strength. In modern times, the CPC should spare no effort to enhance the capacity of social security, focus on the theory and practice innovation, find out fully the Chinese national situation, strengthen the top-level design, promote and enhance the rule of law based on the needs of the masses, thereby increasing the power of building a relatively well-off society.
