本文对全球化与政府职能之间的关系进行了探讨，认为从理论上，全球化可能增大各国面对的风险，促使政府调整职能，增加社会保障等方面的支出来保护本国公民免受风险的影响。但实践证明，一战前全球化程度远远落后的拉美国家关税水平为全球最高；而全球化停滞期间，许多国家的政府支出却快速增加；工业化国家的政府支出大多用于养老金、公共卫生、教育等与全球化无关的支出。因此，全球化造成政府支出扩大的观点尚缺乏足够证据。

This paper discusses the relationship between globalization and the government function and believes that theoretically speaking,globalization may increase the risks faced with every country. Promoting the adjustment of government function and increase expenditure on social security can protect the citizens of their country free from risks. However,the practice shows that the tarrif levied is the highest in the Latin American countries which lag far behind in globalization, while the government expenditure rapidly increased during the stagnation of globalization. The govern-ment expenditure of industrialized nations mostly went into the areas unrelated with globalization such as pension,pub-lic health and globalization. Therefore, the view that globalization has caused the increase of government expenditure lacks sufficient proof.
