孳生腐败的因素很多，其中传统人际关系的消极影响可视为重要因素之一。从十八大后“打虎”风暴中，我们看到多数腐败都表现出“窝案”特点，这恐怕与传统人际关系的消极因素不无关系。因此，在新的历史时期，要彻底防治腐败，必须在构建新型人际关系的基础上铲除腐败孳生的文化土壤，以廉政文化建设为核心创新反腐败新思路。
