我国古代从“政教合一”“学在官府”到现代的多次教育体制改革，我国高等教育的行政化经历了漫长的历史，随着社会和经济的发展，日益表现出了不适应经济社会诉求的种种弊端。我国高等教育的行政化，在外部表现在政府过度干预高校管理，内部表现在学校内部管理体制趋向官僚化，这些情况严重影响了我国高等教育学术研究、人才培养、社会服务等功能的正常发挥。当前我国大学行政化倾向确实具有一定的普遍性，这一问题涉及到高校领导体制和管理体制改革、教授治学、学术自由等各个方面，抓准学术与行政的平衡点，是我国高等学校去行政化的基础，弱化官本位行为，恢复大学学术至上的“去行政化”的改革策略也开始提出，处理好我国当前高等教育存在的各种问题，意义至关重要。

The administration of the higher education in our country experienced a long history, from "theocracy""in the officials" in ancient China to the reform of educational system in mordern times.With the development of so-ciety and economy, our education system increasingly shows its unjustment to the economic and social demands of the drawbacks. It's external perfermance is that the government over intervene in the university management. What's more,the school internal management system tends to bureaucracy, which seriously affect the higher education aca-demic research, personnel training, social services and other functions of the normal play. At present, our university administrative tendency does have a certain universality, this problem relates to all aspects of leadership system and management system reform of colleges and universities, professors, academic freedom. Grasping the precise balance of academic and administrative, is the foundation of China's colleges and universities weakening administrative and the official standard behavior. It is very important to deal with all kinds of problems existing in Higher Education in our country.
