中小企业在苏北地区经济社会发展中占有举足轻重的地位，随着近年来苏北的不断开发和开放，中小企业在对外贸易中表现得十分活跃，但它们在出口收汇过程中也面临着许多风险，主要包括金融风险、商业风险和环境风险。究其原因，主要是由于贸易方式过于单调、出口市场过于集中、结算方式过于单一、出口商风险意识不强以及外贸专业人才缺乏等因素造成的。鉴于此，应采取的对策包括：加强科技创新，提高出口商品的国际市场竞争力；实行多元化战略，优化出口市场结构；充分利用贸易融资政策，合理规避结算风险；完善信用保障体系，提高出口商风险意识；内培外引并举，打造高素质外贸人员队伍。
