针对突发事件所造成的救灾环境、救灾需求等决策参数不确定性特点,应急供应链可以采用敏捷制造、流程整合、信息驱动以及绩效改进等灵活措施,其目标是通过对应急供应链绩效的网络层次分析,选出应急供应链绩效提升的最优范式。在构建基于ANP的应急供应链绩效分析框架模型基础上,分析了救援物资配送时间、配送成本、服务质量三者之间的关系,并通过一个给定的算例验证了该绩效分析框架的科学性,可用于解决复杂的多层次、多属性决策问题。算例分析结果也表明:该绩效分析模型可以作为应急供应链多属性决策的一个重要工具,在处理层次结构复杂的应急供应链绩效评价与测度问题上具有很大的优势。

Aiming at the uncertainty characteristics of disaster environment, relief needs etc decision-making parameters caused by for emergency relief, the emergency supply chain can adopt agile manufacturing, process integration, flexible information-driven and performance improvement measures, the goal is to find the optimal paradigm of emergency supply chain performance improvement according to the emergency supply chain performance network-level analysis. We discussed their relations between distribution time, distribution costs and quality of service based on a supply chain performance analysis framework model was constructed, and demonstrated the scientific of the performance analysis framework by an example given, which can be used to solve the complex multi-level, multi-attribute decision making problems. Example analysis results also show that the performance analysis model is an important tool that can be used as multi-attribute decision-making of emergency supply chain, and has large advantages for dealing with emergency supply chain performance evaluating and measuring of the complex hierarchy questions.
