针对舰艇作战能力评估中存在的权重确定不合理及主观性较强的问题,提出一种基于能力需求的作战能力评估方法,以两栖攻击舰为例,充分考虑指标间的相互影响,应用网络分析法ANP 来确定指标的权重,并且采用灰色理论来弱化专家评判带来的主观性,使评估结果更加合理可靠,该方法可为舰艇作战系统研制及相关装备的规划建设提供理论指导。

When the operational capability of warship being evaluated, it will meet some problems in determining the weig?hing values and subjectivity. A method of evaluation on operational capability is proposed based on the required capacities, fully considering the mutual influence between the indicators, using the method of ANP to determine the criteria weight, and grey theory is used to weaken the expert judgment of subjectivity. This method is illustrated to be rational and feasible in am?phibious assault ship, the result can provide theoretical guidance for the development of warship combat system, also the planning and construction of related equipment.
