对非常规突发事件的应急知识管理分析，提出了基于案例推理的应急决策方法。针对案例库中知识的多元性、不确定性提出新的知识表达方式(二维信息表示)构建案例库，给出基于二维信息的模糊相似度的案例匹配模型，从理论上构建一类基于模糊案例推理的应急决策方法。

On the basis of analyzing the emergency knowledge management, this paper provides a fuzzy emergency decision-making method based on Case-Based Reasoning (CBR). According to the diversity, uncertainty of the knowledge in the case database, it provides a new information representation (two-dimensional representation), and structures a case data-base. Then it sets up a case matching model based on two-dimensional representation and promotes to achieve CBR emer-gency decision-making mode based on knowledge management.
