目的深入了解现阶段我国公立医院远程医疗系统的现状,从中分析存在的问题与建议。方法采用自行设计的“我国公立医院远程医疗系统建设现状(2014年)问卷调查”,按照级别分层和地域分层进行统计比较分析。结果调查的249家公立医院中,57.43%已开展远程医疗系统。已开展远程医疗系统的被调查机构中,三级医院(61.98%)比例高于二级医院(42.11%)。就区域差异而言,三级医院东部高于中、西部;二级医院西部高于东、中部。结论资金投入、领导重视程度、相关法律法规等是影响被调查机构发展的主要因素。统筹规划、专项资金投入、完善法律法规、健全配套制度有利于我国远程医疗系统的可持续发展。

Objective To deep understand of the status quo at this stage of the public hospital telemedicine system, to analyze problems and to provide suggestions. Methods To analyze statistics according to the level of hierarchical and stratified region comparison by self-designed survey "Telemedicine system construction status(2014) of public hospitals". Results The telemedicine system carry -out rate is 57.43% in all investigated 249 public hospitals. The telemedicine system has been carried out of the surveyed institutions, grade three hospitals have a higher rate(61.98%) than grade two hospitals (42.11%).In terms of regional differences, grade three hospitals in the east have a higher rate than the others; grade two hospitals in west have a higher rate than the others. Conclusion The main factors that affect the development of the institution are the investment, the emphasis, the relevant laws and regulations. Overall planning, special funds investment, improving laws and institutions will benefit the sustainable development of telemedicine system in China.
