目的：测度江苏省卫生资源配置公平性及利用效率，为卫生行政部门制订优化政策提供理论依据。方法运用泰尔指数法测度卫生资源配置公平情况；运用逼近理想解排序(TOPSIS )综合评价法，分别从江苏省3个区域、13个市的2个维度测度卫生资源利用效率，识别影响效率提升的关键因素。结果江苏省卫生资源配置公平性及利用效率缓慢提升。卫生资源配置主要差异为组内，苏北区域差异化最大，苏南次之，苏中最小；卫生资源利用效率，苏北最高，苏南次之，苏中最低。结论江苏省卫生资源配置公平性及利用效率的发展与缺陷并存，苏北的资源配置差异化和苏中的利用效率成为其关键影响因素。

Objective To evaluate the equity and utilization efficiency of health resources in Jiangsu Province,to provide theoretical basis for health administrative departments develop the optimization policy.Methods The Theil index method was advpted to measure the health resources allocation situation.The OPSIS comprehensive evaluation method was adupted,separately from the three regions,13 municipal level measure of health resources utilization efficiency and identify the key areas of the impact of efficiency enhancement.Results Slow im-provement of the equity and utilization efficiency of health resources in Jiangsu Province.Main differences of health resources allocation were within the regional groups,with the regional in north of Jiangsu differentiation was biggest,the south was the second,and the middle was the minimum;in health resources utilization efficiency,the north was the highest,the south was the second,and the middle was the minimum.Conclusion Development and defects of equity and utilization efficiency of health resources in Jiangsu Province coexist,the allo-cation of resources in North Jiangsu and the utilization efficiency of the Middle Jiangsu become the key factors.
