近年来全球地震、海啸等重大灾难频发,城市综合防灾减灾系统的规划建设日益受到重视。防灾减灾交通生命线系统是城市防灾减灾系统的重要组成部分,近年来北京在交通系统防灾减灾规划方面进行了有益探索。对北京市交通系统防灾减灾规划工作及相关研究工作进行了系统回顾、梳理和解读,分析了既有工作存在的问题和不足,在此基础上结合有关规划实践,对北京市交通系统防灾减灾规划工作提出建议。这些建议包括:应尽快开展防灾减灾规划技术体系研究;尽快启动各类防灾减灾基础设施专项规划编制工作;尽快开展全市及各区(县)交通系统防灾减灾专项规划;尽快完善现行规划编制体系;尽快出台防灾减灾规划编制办法、技术指南或导则。

In recent years, as major disasters such as earthquake and tsunami happened frequently al over the world, the planning and construction of urban comprehensive disaster prevention and reduction system has been paid much attention increasingly. Disaster prevention and reduction for transport lifeline system is an important part in the urban disaster prevention and reduction system. In recent years, Beijing has made some useful researches on the planning of disaster prevention and reduction for transport system. This article systematicaly reviewed, traced and interpreted the planning and related research of disaster prevention and reduction of Beijing’s transport system, analyzed the problems and insuficient existed in the work, on basis of above analysis and combined with related practice of planning, made suggestions to the planning of disaster prevention and reduction of Beijing’s transport system. These suggestions includes: carry out research on planning technology system of disaster prevention and reduction as soon as possible; start the compilation of special plan of various infrastructure for disaster prevention and reduction as soon as possible; conduct special plan of disaster prevention and reduction for transport system in the whole city and al the districts (counties) as soon as possible; improve the existing planning compilation system as soon as possible; issue the compilation methods, technical manual or guide for the planning of disaster prevention and reduction as soon as possible.
