质量发展是调整经济结构、稳定增长的重要手段。本文通过研究国家质量相关的政策文件，在借鉴各领域成熟评价体系设计理念的基础上，提出了质量发展的定义即是指产品、服务、工程等不断超越现在、追求卓越的过程、手段和理念。本文进一步基于现代过程控制理论构建了以大质量为基础的宏观质量评价模型，该模型主要由外部环境、机制、措施和基础等四个方面组成。本文还构建了面向区域的质量发展评价体系，通过采集和分析相关定量数据，该评价体系将得到区域质量发展的具体结果，对于指导和推动质量发展各相关主体采取针对性措施，促进区域质量的全面发展具有重要意义。

Quality development is an important means to adjust economic structure and stabilize the growth trend. This article studies the country’s quality related policy documents and investigates the designing principles of other mature evaluation systems, then proposes a concept that the definition of quality development is a kind of process, methodology and philosophy which is used by products, services, engineering, etc. continually exceed present and pursue the excellence. This article moves forward to establish a macroscopic evaluation model based on large quality concept, which consists of four effect factors including external environment, mechanisms, actions and basis. This article also designs a region quality development evaluation system. By collecting and analyzing relevant quantitative data, this system will present the results of regional quality development level, which are important to guide and promote the related subjects to take specific measures and accelerate the whole regional quality development.
