完善二级学院管理体制是我国高校管理体制改革与建设的重要内容。结合大学章程的制定，学院应该实行以党政联席会议决策、院学术委员会审议或者审定重要学术事项、院教职工代表大会、院工会、院学生会等参与民主管理为基本内容的管理体制和机制，为深化高校管理体制改革提供借鉴。

Improving the second-level college management system is an important part of university management system in our country. When formulating university regulations,college should implement the management system that consists of decision-making during the joint conference between the Party and the government,deliberation and approval of important academic affairs by College Academic Committee,democratic management of the College Faculty Representative Assembly,College Labor Union and College Students’ Union in order to provide references for the deepening of university management system.
