高速公路投资绩效评价是一个多指标评价问题，指标之间的相容问题和指标权重客观性影响评价结果可靠性。采用平衡记分卡方法，从运营效益、国民经济效益、社会经济影响和环境影响四个维度构建了投资绩效评价指标体系；以模糊物元分析方法为基础，结合熵权方法和关联度函数，建立了基于熵权的高速公路投资绩效评价模糊物元分析模型。以黑龙江省哈大高速公路为例对模型进行了验证，结果表明，评价结论与高速公路实际运营情况相符，说明该方法是有效、可行的。

Investment performance evaluation of the highway investment is a multi‐target problem ,and result reliability is influenced by the incompatible between the indicators and the objective weights .E‐valuation index system is constructed from operating efficiency ,national economic ,social and econom‐ic effect and environmental impact with balanced scorecard method .A performance evaluation model is established with fuzzy matter‐element entropy weight method ,entropy weight method and correlation function .The model is verified with HaDa expressway ,the results show that evaluation conclusions are in conformity with highway practical operation ,which indicates that this new procedure is effec‐tive and feasible .
