随着高等教育的迅速发展，办学效益问题引起了社会各界的关注。本文是基于2013年重庆市本科院校的年报数据，选取其中能有效反映办学效率的6个指标，采用多投入多产出的DEA数据包络分析方法的CCR模型，利用DEAP2.1软件进行数据处理，对重庆市具有代表意义的14所院校综合效率进行了评价，得出结论：1)影响院校产生无效率DMU的主要原因是规模效率较低、技术效率不高，投入资源使用效率较低；2)在提高办学效益的做法上，除了应在教育资源使用上开源节流外，还应特别注重各项投入资源的有效利用；3)应使教育成本管理真正落到实处，真正起到合理配置有限资源、优化资源结构、提高办学效益的目的；4)应以教师为本，建设一支结构合理的优质教师队伍，减少非教师的其他人员比例，降低教育成本投入，从而有效地提升办学效率与效益。

[Abstract]With the rapid development of higher education, the educational efficiency problem have drawn the attention of the society from all walks of life. This article is based on 2013 annual report data of Chongqing universities and colleges of undergraduate course. It chooses six indicators which can effectively reflect the running efficiency, adopts the DEA CCR model of data envelopment analysis method, and use the DEAP2.1 software for data processing. It draws the conclusion: 1) the low scale efficiency, technical efficiency, and the resources use efficiency are the major reasons to make colleges produce inefficient DMU; 2) on the practice of improving teaching efficiency, besides should increase income and reduce expenditure, still should put emphasis on the effective use of various resources; 3) should implement the education cost management really, truly a rational allocation of limited resources, optimize the resource structure, enhance the teaching efficiency; 4) should be based on teachers, build a reasonable structure of high quality teachers, reduce the proportion of other personnel, reduce the cost of education investment, so as to effectively advance the efficiency and effectiveness.
