土地资源是人类赖以生存和发展的根本,一个国家的耕地资源更直接关乎着其民族的生存和发展.我国农用土地资源总体质量不高且耕地数量少,因此须采取有效措施提升农用土地资源开发利用率. 一是研究不同类型土地开发的配套政策,转变对地方政府的考核指标;二是做好用地的规划,盘活现有的存量土地并且对其优用; 三是加强对农用土地资源的整理和复垦,改造低效可耕地.
