目的：为我国罕见病保障制度的发展提出建议，促进我国罕见病保障体系以及医药卫生事业的发展。方法：检索分析国内外与罕见病相关的法律法规制度。结果：我国的罕见病病种多样、患病人口数目庞大，治疗成本高、药物可及性低，罕见病相关的法律缺失、保障制度几乎空白。结论：应从罕见病的法律保障、医疗和社会保障、药物可及性保障等方面，尽快构建我国的罕见病保障体系。
目的：為我國罕見病保障製度的髮展提齣建議，促進我國罕見病保障體繫以及醫藥衛生事業的髮展。方法：檢索分析國內外與罕見病相關的法律法規製度。結果：我國的罕見病病種多樣、患病人口數目龐大，治療成本高、藥物可及性低，罕見病相關的法律缺失、保障製度幾乎空白。結論：應從罕見病的法律保障、醫療和社會保障、藥物可及性保障等方麵，儘快構建我國的罕見病保障體繫。
목적：위아국한견병보장제도적발전제출건의，촉진아국한견병보장체계이급의약위생사업적발전。방법：검색분석국내외여한견병상관적법율법규제도。결과：아국적한견병병충다양、환병인구수목방대，치료성본고、약물가급성저，한견병상관적법률결실、보장제도궤호공백。결론：응종한견병적법률보장、의료화사회보장、약물가급성보장등방면，진쾌구건아국적한견병보장체계。
Objective: To provide suggestions for the development of security system for rare diseases, and promote the development of security system of rare disease and medical and health undertakings.Methods:Domestic and foreign laws on rare diseases were retrieved and analyzed.Results: There are various kinds of rare diseases and a large number of sick people in China. Meanwhile, the cost of treatment is too high, so are the cost of drugs. And the related laws and security system are almost unavailable.Conclusion:Chinese government should build a security system from aspects of legal protecion of rare diseases, health and social security, and drug availability as soon as possible.
