“两管理、两综合”是基层人民银行依法履职的体现，具有法定性、宏观性、社会性的属性。近年来，基层人民银行“两管理、两综合”工作发展较快，但法律依据不足、工作标准不统一、人员保障不充分等问题制约了工作效能的充分发挥。建议健全完善相关法规政策，理顺内外关系，建立标准化的工作机制，培养一支高素质的干部队伍。
