This paper elaborates the key factors affecting the development of agricultural higher voca-tional education is "social environment" independent from "teaching environment", which mainly in-cludes admission policy, student employment policy, and financial investment. Then it proposes some policy reform expectations on admission, student employment, and financial investment. 1tab. ,24refs.
