人口快速老龄化背景下,多元化的社会养老需求不断增加,从而为民办养老机构的发展提供了良好的契机.基于对西安市24家民办养老机构的深入调研,从工程建设与管理的角度出发,按建设方式和特点将西安市现有民办养老机构进行分类,针对不同类型机构存在的建设用地不规范、配套设施欠缺、室内居住环境差等问题,提出政府应完善对民办养老机构从规划布局、土地供应、建设施工到竣工验收的建设全生命周期的管理,并加强政策的引导作用,规范民办养老机构建设.

Under the background of rapidly aging population, diversified demand of social provision for the aged is increasing, which provides a good opportunity for the development of civilian-run pension institutions. Based on the deeply research of 24 civilian-run pension institutions in Xi'an, the paper classiifes them as different types according to their construction methods and characteristics from the perspective of engineering construction and management. The paper aims at the problems: the existing construction land of different types of institutions is not standard, facilitiesare short, indoor living environment is poor. And it puts forward that the government should complete more effective management from planning layout, land supply, construction to completion and acceptance in the whole life cycle of construction process as well as play an important role in policy guidance, in order to standardize the construction of civilian-run pension institutions.
