为了提高高校人才培养质量，增强高校科研创新能力和服务能力，从人才培养的需求出发，提出以需求导向为目标的人才引进策略，通过人才强校的战略促进高校教育教学、科学研究和服务能力的提高，进而达到人才培养的目标。结合学校现有资源状况，在双向需求基础上，制定独立需求、需求优化、多目标需求和阶梯性需求的人才引进与强校策略。
위료제고고교인재배양질량，증강고교과연창신능력화복무능력，종인재배양적수구출발，제출이수구도향위목표적인재인진책략，통과인재강교적전략촉진고교교육교학、과학연구화복무능력적제고，진이체도인재배양적목표。결합학교현유자원상황，재쌍향수구기출상，제정독립수구、수구우화、다목표수구화계제성수구적인재인진여강교책략。
In order to improve the quality of talent training, streng-then the abilities of scientific innovation researches and services in college and university, we put forward the talent introduction strategy objecting to requirement guidance from the view of requirement to talent training. To achieve the object, we put forward powerful school with talents strategy to improve the teaching, scientific researching and serving abilities. Combing the current resource of school, we set out the talent introduction and powerful school strategies with independent requirement, requirement optimization, multi-object requirement and step by step requirement based on mutual requirements.
