The forming of the"four comprehensives"strategic layout is a landmark achievement of the new stage of building socialism with Chinese characteristics. The essence of the transformation from"strictly governing the Party"to"comprehensively strengthening party discipline"lies in that it has become an intrinsic component of the Party's governance of the state and implementation of administration. Under the"four comprehensives"strategic layout,comprehensively strengthening party discipline has brought forward the following new require-ments:correctly treat and deal with the relation between governing the state according to law and governing the Party according to regulations;strengthening the institutional reform for party building with the spirit of reform and innovation;playing hard in comprehensively strengthening party discipline;grasping the"critical minority"and bringing the socialist supervision system into play;realizing the transforming from alleviating the symptoms to effecting a permanent cure;and firmly building up the Party's tenet and relying on the mass people.
