党的十八届三中全会报告提出,要形成合理有序的收入分配格局的目标体系.而到2020年实现人均居民收入倍增,则是落实这一目标的重要手段.这个过程可以理解为扣除价格因素的实际倍增、缩小收入差距的公平倍增和社会和谐发展的幸福感倍增三个方面.在收入倍增过程中,会产生需求拉动型、成本推动型和货币超发型三类通货膨胀,从而抵消收入倍增的效果.降低和规避通货膨胀的具体方法并将居民收入倍增的实现手段主要有:实现工资性收入、财产性收入和幸福指数三个层面的倍增.本文并结合日本、新加坡和印度经济增长的有益经验,分析了收入倍增的"中国化"实现方式.

The objective system of reasonable,orderly income distribution pattern is set forth in the Report of the Third Plenary Session of the Eighteenth CPC Central Committee. To actualize the doubling of per capita income by 2020 is an important means for achieving this objective. This could be understood from three aspects:dou-bling of actual income with inflation deducted,doubling of equity reducing income gap,and doubling of happi-ness promoting harmonious development. The process of income doubling will arise three kinds of inflation:de-mand-driven,cost-push and currency over-issuing,thus setting off the effect of income doubling. The main methods to reduce and avoid inflation and actually double citizens'income include:doubling wage income,dou-bling property income,and doubling happiness. This paper,learning from the beneficial experiences of Japan, Singapore and India's economic growth,analyzes the sinified way to actualize income doubling.
