As China has entered a new stage of development,the economic and social transition and the deepe-ning of reform have placed higher,more impending requirements for the second reform of education. Therefore, we need to break away from the development pattern of scale expansion as soon as possible,regard the optimiza-tion of structure and improvement of quality as the basic goals,and promote the second reform of education from the angles of educational structure,educational market and educational system.
