温州构建个人境外直接投资中心有利于改善温州的产业和经济结构、满足民间资本逐利和投资的需求、加强温州与全球的经济联系、为全国范围的金融改革积累经验。温州构建个人境外直接投资中心具有国家政策利好、个体经商意识浓烈、民间资本丰裕、地理位置优越等优势，但也存在城市环境较差、投资经验较少、法制体系不够完善、金融体系不够规范等问题。为加快个人境外直接投资中心建设，温州应在强化政府服务功能、改善经济基本面、争取社会支持和推动人力资本建设等方面做进一步努力。

Constructing the overseas direct investment center for individuals in Wenzhou is beneficial to im-prove industrial and economic structure, meet the requirement for private investment and capital-follow-profitabili-ty, strengthen the economic relation between Wenzhou and the world, and accumulate experience of financial inno-vation throughout the country. Wenzhou has a great deal of advantages for constructing the overseas direct invest-ment center including favorable polices, strong sense of individual business, abundant private capital, good geo-graphical location, while there are some disadvantages as well, such as the poor urban environment, little invest-ment experience, imperfect legal system and the non-standard financial system. To accelerate the construction, it is essential to intensify the service function of the government, improve economic fundamentals, seek social support and promote the development of human capital.
