This paper analysis the current situation and the main problems of port energy conservation and emission reduction. Based on the situation of replying the climate change at home and abroad and the policy needs,the general framework of standard system on the port energy conservation and emission reduction is proposed. It will benefit to lay a foundation of making and revising standards of China port energy conservation and emission reduction.
