在分析重庆市城市发展战略与铁路枢纽布局的基础上，阐述重庆市建设城市铁路（市郊铁路）的必要性。选取既有铁路成渝线黄（磏）重（庆）区间为研究对象，提出在不增建第二线的前提下，通过改造线路最小曲线半径和信联设备来开行市郊列车的设想，实现运能与成本的平衡，特殊的线路条件及背景决定开行方案编制的灵活性。
재분석중경시성시발전전략여철로추뉴포국적기출상，천술중경시건설성시철로（시교철로）적필요성。선취기유철로성투선황（렴）중（경）구간위연구대상，제출재불증건제이선적전제하，통과개조선로최소곡선반경화신련설비래개행시교열차적설상，실현운능여성본적평형，특수적선로조건급배경결정개행방안편제적령활성。
Based on the analysis of development strategy and railway terminal distribution of Chongqing City ,it shows the necessity of Chongqing Urban (or Suburban) Railway .This paper selected the section between Huangqian and Chongqing of Cheng‐Yu Railway Line as the research object .We put forward the preliminary ideas about running the inter‐city trains by modifying the minimum curve radius upgrading the signal equipment ,but without dualization .The key mission is to keep the balance of cost and capacity . The special background decides that the operation scheme must be flexible .
