以突发性社会安全事件影响下的交通特征变化为出发点,将应急救援时间最短、交通网络系统最优作为核心思想。运用标号法并考虑交通警察响应时间设计应急救援的最短路径算法,基于可变交通需求构建交通网络系统的最优疏散路径模型,提出突发性社会安全事件下的交通组织方案规划方法。该方法适用于突发性社会安全事件下的交通需求特征,为突发性事件下的交通组织管理提供技术支撑。

Starting from the change of traffic characteristics ,a method of traffic organization planning under the emergency incidents of social security was proposed based on the thinking of the shortest time to rescue and traffic network flows for system optimization .A shortest path algorithm of emergency rescue was designed based on Dijkstras labeling method considering the traffic police response time .And a model for choosing rescue path in the case of traffic network flows for system optimization was presented under variable demand . This method can adapt to the traffic demand characteristics and will offer some theoretical foundations for traffic organization management under the emergency incidents .
