财富分配和风险分配是社会分配的两个重要指标. 风险社会下,我国"重财富"而"轻风险"的分配模式开始背离了社会分配的初衷,资源与财富的过度集中导致贫富差距不断拉大,风险分配的缺失更导致社会财富分配的相对失衡. 从机制设计的角度来看,这种带有倾向性的分配模式可能导致管理目标与结果的偏离进而形成一种逆向激励. 实现风险分配的正义,政府应具备风险管控能力和科学决策能力,建立以风险认知机制、风险决策和评估机制、社会保障和要素同步机制以及风险分配惩罚机制为一体的多元运作体系,形成机制要素间的相互补充与配套,在正向激励的作用下实现管理目标与管理结果的动态一致.

Social distribution contains two important indexes:the distribution of wealth and the risk alloca-tion.In the risk society , the pattern of distribution ,"paying more importance to wealth and losing sight of risk", has deviated from the original intention of social distribution in China .The main wealth is concentrat-ed in the hands of the minority and the gap between rich and poor is widening .Lacking risk allocation leads to the unbalance of social wealth distribution .From the perspective of mechanism design , this pattern of dis-tribution may lead to the deviation of management goals and results .It may also results in a negative incen-tive.In order to realize justice of risk allocation , it is necessary to highlight the government's management responsibility on the basis of opportunity fairness and result justice as well as it ' s ability of risk control and scientific decision-making.In addition, it is necessary to establish a risk cognitive mechanism , the risk decision-making and evaluation mechanism , the distribution of social security and synchronization mecha-nism and risk factors of punishment mechanism for the integration of multiple operation system .At the same time, these elements should complement each other and finally make , under the action of positive incen-tives, management objectives and management have the same result .
