作为国民经济主体的制造业,其创新效率的持续提升对我国实现《制造业2025》蓝图有重要意义.基于DEA模型对我国先进制造业的技术创新效率进行评价,结果表明我国先进制造业处于大而不强的状态. 其中化学药品制造、视听设备制造、电子元件制造、仪器仪表制造行业存在规模报酬递减,需要在适当降低投入要素的同时,关注技术创新质量;而飞机制造、生物药品制造、医疗仪器设备及器械制造等存在纯技术效率不足和规模报酬递增,表示这些领域在投入要素方面需要同时考虑量与质两个方面.

Manufacturing industry is the main body of the national economy in China , the continuous im-provement of the innovation efficiency is of great significance to achieve the "manufacturing 2025"blueprint . Based on the DEA pattern , this paper evaluates the efficiency of innovation in Chinese advanced manufactur -ing industry , which shows the state is big but not strong .The manufacturing industries of chemical and phar-maceutical , audio-visual equipment , electronic components and instruments are in the presence of reduced returns to scale , so it is time to reduce the input elements appropriately , and pay attention to the quality of technology innovation .However , the manufacturing industries of aircraft , bio-pharmaceutical and medical apparatus are in the presence of lacking pure technical efficiency and increasing scale return , so both quanti-ty and quality should be considered when dealing with the input elements .
