“一打三整治”之目标在于浙江渔场的修复与振兴，在“一打”工作全面完成之后，下一步的工作重点在于落实“减船转产”，以有效压减海洋捕捞能力。渔业油价补贴政策的负面效应，推高了渔船马力指标的价格，从而增加了“减船转产”的难度，使“三整治”措施不能有效地遏制过度捕捞规模。调整渔业油价补贴政策结构、按市场价格出售渔船超标马力、充实海洋捕捞渔民转产转业专项资金，是“减船转产”实现渔业可持续发展的有效手段。
“一打三整治”之目標在于浙江漁場的脩複與振興，在“一打”工作全麵完成之後，下一步的工作重點在于落實“減船轉產”，以有效壓減海洋捕撈能力。漁業油價補貼政策的負麵效應，推高瞭漁船馬力指標的價格，從而增加瞭“減船轉產”的難度，使“三整治”措施不能有效地遏製過度捕撈規模。調整漁業油價補貼政策結構、按市場價格齣售漁船超標馬力、充實海洋捕撈漁民轉產轉業專項資金，是“減船轉產”實現漁業可持續髮展的有效手段。
“일타삼정치”지목표재우절강어장적수복여진흥，재“일타”공작전면완성지후，하일보적공작중점재우락실“감선전산”，이유효압감해양포로능력。어업유개보첩정책적부면효응，추고료어선마력지표적개격，종이증가료“감선전산”적난도，사“삼정치”조시불능유효지알제과도포로규모。조정어업유개보첩정책결구、안시장개격출수어선초표마력、충실해양포로어민전산전업전항자금，시“감선전산”실현어업가지속발전적유효수단。
The policy of “one fight & three controls” is to recover the fishery of Zhejiang. After the “one fight” work completed, the next focus of the work is to implement the “vessel reduction” to control the fishing capacity. The negative effect of the fishery oil subsidy policy has been shown , and the price of the fishing vessel’s horsepower index has been pushed up which increase the difficulty of “vessel reduction”. At present, the “three controls” measures can’t effectively curb the excessive fishing scale. This paper proposed 3 suggestions to achieve the sustainable development of fishery , adjusting the structure of fishery oil subsidies policy, selling the fishing boats excessive horsepower according to the market price and enriching the special funds for transferring fishermen ’s jobs.
