European countries have made great achievements in the practice of learning city construction. The 0nited Kingdom,as one of the birthplaces of adult education,has also made suc-cessful attempts,and Dundee,a Scotland city,presents us a beautiful landscape in the partnership establishment of a learning city. This paper starts from the basic conditions of a learning city,and presents us an unique style of Scotland in learning city construction by an analysis of its background of the learning city construction,and the effective operations management in Dundee. The experience is significant to China both theoretically and practically.
