为了规范行政审批行为，改进行政审批有关工作，在参考调研各相关部委和流域机构已建平台的基础上，分析水利部行政审批业务存在的问题，建设审批监管信息系统，提出水利部行政审批监管平台建设方案。方案对在线申报、窗口受理、行政审批、实物流转、数据交换、监控管理进行系统设计，提出实现与相关业务系统的无缝对接，以及进行数据库建设，并明确提出水利部本级和流域机构采用“统一开发、分别部署”的方式，最终实现水利部本级和流域机构全部行政审批事项网上预受理和预审查，投资项目涉水审批事项与国家发展和改革委员会的投资项目在线审批监管平台网上并联审批，以及行政审批事项网上办理、全过程监管。
