为进一步推进成都市全域统筹规划，缩小现阶段城乡二元发展差距，改善城乡交通与环境，提升城乡公服配套品质，成都市政府组织编制了《成都市城镇及村庄规划管理技术规定》，主要包含城镇及村庄规划管理两部分内容，对管理城镇边界、形态及品质提出了可操作性的对策，并结合各城镇自身发展情况以“刚性”及“弹性”条文差异化管理，突出城镇特色。
위진일보추진성도시전역통주규화，축소현계단성향이원발전차거，개선성향교통여배경，제승성향공복배투품질，성도시정부조직편제료《성도시성진급촌장규화관리기술규정》，주요포함성진급촌장규화관리량부분내용，대관리성진변계、형태급품질제출료가조작성적대책，병결합각성진자신발전정황이“강성”급“탄성”조문차이화관리，돌출성진특색。
In order to enhance the coordinative planning for city,bridge the gaps in the dual urban and rural development,and improve the urban and rural transportation,and promote the quality of urban and rural public services,the paper complies Villages and Countries Planning Adminis-trative Technical Regulation in Chengdu by the municipal government of Chengdu,includes the villages and countries planning administration, and points out the operational strategies for the management of village borders,forms and qualities,and manages the differential“ stiff”and“flexible”terms according to the development in towns.
