目的：分析实施县级公立医院综合改革后对相关运行指标的变化及影响。方法：通过专家咨询等方法遴选出相关监测项目，统计南京市高淳人民医院改革前2013年6-12月及改革后2014年6-12月相关监测指标，应用SPSS卡方检验进行统计学处理，采用描述性方法进行对比分析。结果：公立医院改革后总收入及技术性收入稳步上升，门诊、住院药品收入占医疗收入的比例下降，财政补助增加，一定程度弥补了药品零差率导致的药品收入下降，药品收入占医疗收入的比例、门诊均次费用、门诊均次药品费用、住院均次药品费用皆有一定程度下降，患者自费比例一定程度下降。结论：公立医院改革后，药占比下降，均次药品费用及患者自费比例下降，财政补助增加，一定程度实现了政府公立医院改革的目标。

Objective: To analyze the changes and impact of financial indictors before and after public hospital reform. Method: Related monitoring targets by the method of expert consulting, and statistic related monitoring target before and after reform (June to December, 2013, and June to December, 2014) were selected and use chi square test to make statistical treatment, and use descriptive method to make comparative analysis. Result: After public hospital reform, the total income and technical income increased, drug income ratio decreased, and the increase of financial subsidy makes a compensation for the decrease of drug income. The average clinical expenditures, and drug cost for each outpatient service and hospitalized service all are decreased. And the self-pay ratio for patients are decreased. Conclusion: After public hospital reform, the drug zero mark-up, average drug cost, and self-pay ratio of patients all are declined, but financial aid raised, therefore, the target of public hospital reform are achieved to a certain extent.
