近年来,国际范围内非专业救援人员参与灾后应急救援的作用逐步被肯定,而"第一响应人",即非专业救援人员是早期救援的一支重要力量.提供针对"第一响应人"的培训,有利于填补专业救援队伍到来前的空白;而充分调动、利用"第一响应人"队伍,是提高抢救成功率、降低伤残率的关键.笔者围绕"第一响应人"的定义、职责、特点及其在我国的发展历程进行介绍,并就其培训现状与内容,特别是医疗救援方面的内容进行了分析和探讨.

Nowadays the importance of nonprofessional rescuers have been affirmed internationally, and they are a significant force during early response after disaster. Providing training for "first responder" has the benefits of filling the gap before the arrival of professional rescue forces. Fully mobilizing and utilizing "first responder" team is the key to improve success rate and reduce disability rate in gold time of post-disaster rescue. In this paper, the definition, responsibilities and characteristics of "first responder" and its development course in our country were introduced, and training content and status, especially medical rescue training, were also analyzed and discussed.
