面对公共卫生的安全化和区域化态势，需要引入区域共治的思维，将防治地区公共卫生安全纳入区域合作框架之中。在公共卫生安全区域治理上，存在以下问题：地方政府合作意识比较淡薄；共同利益较难形成；合作多为政府间行为，非政府组织作用发挥有限；制度欠缺且效力不足，制约合作规范化开展。转变观念，树立合作共治理念；多元参与，合力防治公共卫生；成果共享，健全利益均衡机制；组织推动，创新区域合作机构；制度合作，构建法律保障体系，是完善公共卫生安全区域治理的有效路径。

The security and regionalization of public health requires cooperation among regional governments. Regional man-agement of public health issues are now challenged by a series of problems. Awareness of regional government cooperation is low, and common interest is hard to form;cooperation is usually between governments if there is any as NGOs play only a limited role;legal system is weak and inefficient, limiting the standard cooperation among governments. To solve these problems, regional gov-ernments need to work together, encourage participation of multiple parties to prevent public health problems, establish a result-sharing mechanism to balance the interests of local governments, promote the establishment of innovative cooperation system, and improve laws and regulations concerning public health issues.
