随着时代的变迁，政府使命的侧重点各有不同，政府职能也应作出相应调整和转变。在全面推进依法治国的背景下，转变政府职能就是要求运用法治思维和法治方式，以建设服务型政府为主线，重新定位政府角色和功能，促进政府职能与新时期政府使命相适应。现阶段，正在进行以转变政府职能为中心的新一轮的行政体制改革，应以此为契机，深入分析政府职能转变过程中的问题和原因，以法治为突破口，明晰政府职能转变的方向，推进依法行政，建设法治政府，回应时代呼声。

수착시대적변천，정부사명적측중점각유불동，정부직능야응작출상응조정화전변。재전면추진의법치국적배경하，전변정부직능취시요구운용법치사유화법치방식，이건설복무형정부위주선，중신정위정부각색화공능，촉진정부직능여신시기정부사명상괄응。현계단，정재진행이전변정부직능위중심적신일륜적행정체제개혁，응이차위계궤，심입분석정부직능전변과정중적문제화원인，이법치위돌파구，명석정부직능전변적방향，추진의법행정，건설법치정부，회응시대호성。
A government has different missions at different times. As time advances, functions of the government need to be transformed. Under the background of ruling the country in accordance with the law, government transformation means to adjust to changes in missions by employing the idea of governing by law to construct a service-oriented government and redefine its roles and functions. Government should seize the opportunity of this new round of political reform on government functions to respond to con-temporary challenges, making in-depth analysis of the problems that occur in the transformation and the causes, taking governing by law as a breakthrough point, pinpointing the direction, and facilitating administration by law.
