随着我国经济社会的快速发展，非法吸收公众存款、集资诈骗、传销等涉众型经济犯罪呈现高发态势，成为当前影响社会和谐稳定、危害社会经济发展的突出问题。该类犯罪极具蛊惑性与欺骗性，早期发现难、调查取证难、追赃清偿难以及打击处理难。必须从四个方面优化其打防策略，一是牢固树立“维稳第一、打防并重”的工作思想，二是积极完善预防打击整体联动工作机制，三是切实加快相关配套立法进度，四是大力强化社会宣传教育，营造全民远离、社会各方共同预防、群众主动抵制的良好社会氛围，推进打防工作取得实效，维护经济社会良好秩序，维护社会治安稳定有序，创造良好发展环境，保障群众切身利益。

With the rapid development of Chinese economy and society, illegal deposits from the public, illegal fund raising, pyramid schemes and other economic crimes involving mass participationare dramatically increasing and haveaffectedsocialstability, and endangered social and economic development.These crimes are very deceptive,indistinguishable, difficult to be investigated and collect evidence and it is also a hard work to make criminals disgorge spoils. Striking and defending strategies should be taken as follows: 1) keep the concept of “stability first,striking and precautionary actions”; 2) improve the overall linkage prevention mechanisms;3) speed up the progress of related legislation; 4) strengthen social publicity and education, to establish a good social atmosphere. The paper argues that the comprehensive actions can achieve tangible results, maintain economic and social ordercreate good environment for development and protect public interst.
