The evaluation index system is built up from the aspects of engineering management,risk control,economic benefit and social bene-fit,then the the air-rail integration development model is evaluated by the the method of fuzzy comprehensive evaluation based on analytic hierar-chy process. The result showed,urban rail system independent access scheme is better than that of the inter-city railway access scheme.
