2015版《船舶登记工作规程》针对近年来出现的一些新情况,如融资租赁等,做出了明确规定;船舶登记档案原件不再随登记机关的变更而转移,而由形成档案的登记机关保管等,总体而言与当前社会形势发展的步调基本趋于一致,细节之处也彰显出政府简政放权便民的服务意识.但作为层级仅次于《船舶登记条例》的业务规范性文件,其设定的"公告程序"及船舶登记档案不再移交等可能导致船舶登记工作面临巨大的法律风险.

In view of some new issues emerging in the recent years, finance lease e.g., the Ship Registration Work Procedures, 2015 has made specific provisions. The original of ship registration archives is no longer transferred with the change of the registration organ. The archives will be kept by the registration organ which has created the archives. In general, the provisions are consistent with the present social circumstances development and the details also show the government's awareness in streamlining administration, institute decentralization and facilitating the people. However, as a work regulatory instrument at a level lower only to the Ship Registration Regulations, the work procedure provides the announcement procedure and no transfer of ship registration archives, which might lead to tremendous legal risks to the ship registration work.
